I thought you were referring to MAMU/Mexicali - then looked up what you're talking about - Mama Tried / Big River...

Can't answer definitively of course, but I think you touched on it - musical similarity. Easy transition from one to the next, same two-step rhythm, and a very easy transition musically from A major to D major - the chords are basic to each key. I also feel that sometimes Garcia wanted to get these tunes "out of the way", so to speak, and move on to more important songs of their own. The cowboy songs are more expendable, little rest stops in the show between headier material.
